Chair of Board, Episcopal Renewal Ministries, 1988-1993 Chair of Board, Rock the World Youth Mission Alliance, 1989-1998. Ministry Purpose and Vision: At All Saints’ we like to say that we accept one another right where we are, but we don’t want to leave each other there. In other words, we all need Jesus’ unconditional love and acceptance, but we also need the challenge and support of other Christians to grow in Him. We all have a “next step” in our relationship with God. One of the most exciting things about the All Saints’ family is the way Jesus is transforming people in so many wonderful ways. As we experience His forgiveness, healing and guidance, we are set free to live life to the full and to serve others in the power of the Holy Spirit. As you browse through the material on this website, I hope you’ll get a snapshot of some of the other things we value most at All Saints’ Church: calling each person to a life-changing commitment to Jesus Christ; experiencing God in worship that’s filled with reverence, joy and power; putting priority on teaching, training and caring for children and youth; studying the Bible to equip every Christian for effective ministry; supporting one another in love, trust and respect; expecting the Spirit of God to heal us physically, emotionally and spiritually; partnering with pastors and churches of different denominations to serve our community; reaching out in mission, sharing the Good News of Jesus all across the globe;
At my consecration as Bishop of the Church of Uganda for Congregations in America, I said that the Lord has impressed upon me three priorities, three hallmarks of the Church of Uganda ministry in the U.S. These same priorities are foremost here at All Saints’ Church. The first priority is prayer. Jesus said in John 15, “Apart from me you can do nothing.” Everything we do must flow from an intimacy with Jesus Christ born out of prayer. It is in prayer that we are nourished in relationship with the Savior. It is in prayer that we hear the Shepherd’s voice so that we may follow Him. It is in prayer that we are empowered by the Holy Spirit to do His work. Everything we do must be rooted in prayer. The second priority is mission. “As the Father has sent me,” Jesus said, “so I send you.” Our church is committed to the truth and authority of the Scriptures, but we can only truly claim to be faithful to the Bible if we are a missionary church. We must proclaim Jesus…both His unconditional love and acceptance, and also His transforming power to set us free and make us new. He heals all our brokenness. He redeems all our sin. That is the Good News we share. The third priority is unity, the true unity which is found only in the person of Jesus Christ. We have too often seen in the U.S. a counterfeit unity around human institutions. But it is in Jesus, the only Savior, the only Lord, that we unite as sinners saved by grace. The Church of Uganda, through its congregations in America, seeks to join with all the faithful to build a biblical, united missionary Anglicanism in America. The Rev. Valarie Whitcomb Associate RectorEducation and Experience: Master of Divinity, 1989
Professional Organizations: Eastern Prince William County Ministerial Association
Ministry Purpose and Vision: I have been at All Saints' since 1990. I believe that my sole purpose as an ordained priest is to "give the ministry away;" that is, to equip others in every way possible to fulfill our commission to reach the world for Christ. I have a passion to see people come to experience a living relationship with Jesus and to continue to mature in Him. I believe that we live in some of the most exciting decades in history when we may very well experience a worldwide revival. I long to see Jesus further mature, prepare, and empower His church for what lies ahead. In addition, I believe that God is eager to see ministry that is inter-racial and inter-denominational.
I have oversight for the following areas of ministry.
- Children's education and activities for ages birth through grade 5. Our children's programs are also overseen by Sandie Sierra, our Children's Ministries Administrator. They are directed by many committed volunteers who love children and long to see them know and mature in Jesus.
- Adult Education where our goal is to mature and equip Christians to be effective witnesses for Jesus Christ both in the church and in the world. Our Adult Education ministry is multifaceted and overseen by Desiree Barker, Adult Education Administrator, committees, and committed volunteer instructors and leaders.
- The ALPHA Course. This course, an introduction to Christianity, is overseen by Desiree Barker, the ALPHA Administrator. Details about ALPHA may be found on the ALPHA page of the All Saints' Church Web site.
- Small Group Ministry. We believe that the most effective Christian care and growth occurs in the context of a small group composed of eight to ten people. Small groups are formed at All Saints' in a variety of caring, growth and ministry formats. The Small Group Ministry is co-ordinated by layleaders, Walt & Margie DeHoust. For more information call the church office (670-0093) if you are interested in being a part of a small group.
- Prayer Ministries. We believe that prayer must be both the foundation and the structure of all that we do. We pray frequently in all of our ministry settings to try to hear God's will for us. Our prayer ministries have many different configurations and purposes. (Further information on the Prayer Ministries is available on our Ministries Web page.) Click on Prayer Request to send us your prayer requests. We will pray for you in our 24 hr. prayer room.

Ministry Purpose and Vision:
In the words of one of my favorite characters in the Gospels—the Roman Centurion—I am first and foremost “a man under authority.” By God’s grace and through the power of the Holy Spirit, I seek to exercise my priestly ministry under the lordship of Jesus Christ and to live my life under the authority of God’s Holy Word. I strive to ground both my life and ministry in prayer, in submission to the will and purpose of God. The ancient collect of our Book of Common Prayer is right as it reminds us of our relationship with Almighty God: “…to know [Him] is eternal life and to serve [Him] is perfect freedom…” In a way that is completely counter-intuitive to the Western mind, this radical surrender is the gateway into the victory of Christian living that we long for: it is the posture by which we enter into the fullness of the fruit of the Spirit and the means by which we wield the mighty power of the Triune God. Submission to Jesus Christ and surrender to His will are central to my approach to all the areas of ministry for which I am responsible. While prayer and discernment by the clergy team is needed before I can clearly delineate my areas of responsibility, I know the following will be part of that final list:
- Small group ministries
- Ministry to Men
- Ministry to Families
- Clergy oversight of worship ministries: acolytes, altar guild, etc.
- Oversight in the areas of Pastoral Care
- Outreach ministries/ministries to the homeless
