Requirements for Vestry service (All Saints’ Bylaws):
4.2 Qualifications. To serve on the Vestry, an individual must be a confirmed member of the Church in good standing over eighteen (18) years of age and an adult communicant who is in good standing. A communicant in good standing is a person who has registered his or her baptism in this Church and who for the previous ninety (90) days has been faithful in corporate worship, unless for good cause prevented, and has been faithful in working, praying, and giving for the spread of the Kingdom of God.
Duties of Vestry members (All Saints’ Bylaws):
4.5 General Powers. The government of the Church is vested in its Vestry, who shall (a) provide oversight in the temporal activities, business affairs, and property of the Church, (b) appoint and confer authority upon the Rector, who in turn appoints a body of clergy and staff to manage the Church, (c) assist the Rector (and other clergy under the Rector’s supervision) in providing spiritual leadership and oversight of the ecclesiastical affairs of the Church, and (d) pray regularly for the Church and its mission. The Vestry may exercise all such powers of the Corporation and do all such lawful acts and things that are not prohibited or limited by statute, the Articles of Incorporation, or by these Bylaws. The Vestry shall also be a resource for providing godly counsel, biblical wisdom, and accountability for the Rector and other clergy of the Church.
6.4.2 Additional duties of Wardens and Vestry. With the assistance of the other members of the Vestry and congregation, the Senior Warden and the Junior Warden shall both have the following duties:
- To oversee the operation and maintenance of Church property;
- To see that the Church is duly prepared for every occasion of public worship, attend to the accommodations of the congregation with seats, and maintain order and decorum at the time of public worship;
- To collect and deposit in a bank or trust company the offerings of the people;
- To provide out of Church funds, under the direction of the Vestry, a sufficient supply of vestments and books to be used in public worship and also the elements for each celebration of the Holy Eucharist;
- To see that the custodian and other employees properly discharge their duties; and,
- To possess a copy of current ecclesiastical, canonical, and constitutional authorities that apply to the Church, for the information and guidance of the Rector, Vestry and congregation.
Criteria for Selection of Vestry Members:
The following are the expectations of those nominated for election to the Vestry of All Saints’ Church.
Persons who serve on the Vestry:
- Must be baptized Christians, who are Confirmed or Received in the Anglican Communion, who are members of All Saints’ Church and who regularly attend worship services at All Saints’ Church. They should have been and continue to be active in some additional aspect of church life. Only one member of an immediate family may serve on the Vestry at a time.
- Must be committed to the following article of faith:
“I do believe the Holy Scriptures of the Old and New Testaments to be the Word of God, and to contain all things necessary to salvation; and I wholeheartedly affirm and consent to the Christian doctrines and church practices contained in the Articles of Incorporation and Bylaws of All Saints’ Church in Woodbridge, Virginia; and I promise that I will prayerfully and faithfully execute the office of Vestry member of All Saints’ Church according to my best knowledge and skill.”
- Must be willing to support the following statement on tithing:
“Recognizing that stewardship is the Christian caring for the gifts of time, talent, and money that God has given us, we the Vestry of All Saints’ Church will conscientiously and prayerfully strive towards returning to God a minimum of the Biblical tithe of our money and committing all of our time and talents in our daily lives as ministers.”
- Must be willing to support the following statement on Biblical Standards of Sexual Morality:
“The Vestry, Clergy and Staff of All Saints’ Church declare that as Christian leaders we affirm and teach the Biblical/traditional standard of sexual morality: sexual union solely in lifelong, monogamous, heterosexual marriage. God’s only alternative plan for our sexual nature is celibacy. We now covenant with God and His Church:
- We will warrant the trust of God’s people.
- We will live by God’s standard in our own lives.
- We will strive to be discerning in our conduct, not giving the appearance of immorality.
- We will openly invite correction and disciplinary action if our lives should vary from God’s standard of sexual conduct.”
- Must have submitted, prior to the Annual Meeting, a financial pledge to support the ministries of All Saints’ during the year of their election and must commit to making a financial pledge for each year of their Vestry term.
- Must be committed to their own personal Christian education and spiritual growth, including their own prayer and Bible reading. They are expected to ensure that their program involvement and leadership do not preclude participation in the classes, groups and worship necessary for the nurturing of their relationship with Jesus Christ.
- Agree that the Vestry is the primary spiritual leadership group within All Saints’ Church. As All Saints’ lives out God’s call to us to be a church of prayer, the members of the Vestry lead the church by their commitment to intensive personal prayer including prayer in the Prayer Room each week, if possible.
- Agree to work under the Vestry’s principle of making decisions only when the Vestry is unanimous. This requires a dedication to prayerful listening to the Holy Spirit and a willingness to put aside personal preferences. Members further agree to honor the confidentiality of all confidential materials considered during Vestry service.
- Will work toward the internal, spiritual growth of the Vestry so that it lives out the principle of “speaking the truth in love.” The Vestry is committed to strengthening its own fellowship in Christ as a living example of Christian fellowship for the church at large.
- Must make, by their acceptance of nomination, a commitment to continue to grow in the life of the Church through the participation in parish events.
- Will make every effort to attend the annual weekend Vestry retreat (usually held the weekend following the Annual Congregational Meeting), as well as regular and any special Vestry meetings. The Vestry meets twice monthly (on the first and third Mondays of every month at 7:30 p.m.) and devotes a majority of that time to worship through prayer and singing, and listening to God. This is not to ignore the Vestry’s responsibility for conducting and overseeing the affairs of the parish, but we must recognize that our business is the work of Christ in the world.
- Will strive to live out the above principles, and review their commitment to them periodically. To this end, prayer and the counsel and support of other members of the Vestry, including the clergy, are expected.
